After the improvised moment they all stand out of frame of the close up camera on Emma, so I think Sally was trying to look out for Jen to help remind her where they were supposed to stand and just didn’t realize what was happening. But that’s just my interpretation of the situation, no disrespect intended to anyone else’s✌🏻

There were clearly some weird organisational issues. I bet the organiser hadn't done it before and wanted to do something new without really thinking about it. Look at how they handled best picture, showing clips all throughout the ceremony, so they don't bother announcing them at the end... but then not only does it make the whole thing take longer, but the best picture announcement becomes more clunky. Even Just the idea of getting 4 previous winners to introduce a nominee one at a time; it makes it much longer than it needs to be.
