I haven’t played AWAW, but how does Russia not capitulate after Leningrad, Moscow, and Stalingrad all falling? Even more so with Japan gobbling up most of eastern Russia?
Russia lost significant forces out of its force pool, so it suffers but doesn't completely collapse (if it had lost more, it likely would have). See rule 60 - there's a lot more to it than just taking the three cities.
