Obito would be able to snipe Sasuke with left Kamui, while being intangible using right Kamui. He can also combine both his kamuis to teleport Sasuke extremly fast into Kamui. He could also combine any jutsu with Kamui.
His Kamui shuriken would in theory be even faster than before because in the dimention they were fighting Kaguya, the gravity was extremly strong.

So it's more Tobirama's fault, because he was the first person to reject the Uchihas when he was against Madara becoming a Hokage.
