As someone who has seen both the Philippine education system, and a richer country's education system, I'd say the biggest issue is the lack of books at home.
as a student who has an absolute surplus of books at home, I can assure you that's not the problem. If the books do all the teaching instead of the teachers, wouldn't that make the schools obselete and pointless? Why do you believe books teach better than teachers who learned from experience?
Well, you said it already, infrastructures are needed due to lack in classrooms and yet you keep asking confidential funds which really doesnt concern the teachers and students. Students and teachers in the province suffer more as services and projects are not felt. Public school teachers are not only tired of so many unnecessary reports to be made but also the burden in shouldering lots of expenses in the classroom. Increase of salary for teachers should be made and more infrastructures in schools should be built and not your confidential and intel funds.
