They're targeting a goal in every minute, like a running pace if you will, example: they want to achieve 10 reps in a minute to be able to reach x amount of numbers in 10 minutes, they don't want to go too hard, or they will exhaust themselves unnecessarily, and they will be unable to finish the 10 minutes.
