It was released as part of the re-release of the Sonic Adventure 2 Original Soundtrack, which in itself was a digital version of the Sonic Adventure 2 Multi-Dimensional soundtrack. Based on what others have said in the comments, it seems like the background vocals were recorded on the same track as the instrumental, and they couldn't be separated for this song release. It should also be noted that this is an instrumental of a different rendition of Live & Learn than the vocal version on the OST, as the OST version doesn't have the opening 0:00 - 0:03 seconds, and doesn't have the "yeah" vocals at the end of the song. You can compare Live & Learn on the original soundtrack to the version on the SA2 20th Anniversary soundtrack to hear the differences.

If I had to guess why the backing vocals are still there, I'd say it's because the backing vocalist is also one of the guitarists (I think Jun Senoue also does vocals?), and they couldn't separate his vocal audio from the guitar audio. I could be completely wrong, especially if it turns out Johnny Gioeli (lead vocalist) also did guitar on this and thus not being able to separate the other voice makes no sense. Still, that's my best guess.
As I just posted in the reply to the top comment that's further re-iterating it, no, it was just a decision they made when releasing the official instrumental, it's not how SEGA has the song archived internally. If I had to guess why the backing vocals are still there, I'd say it's because the backing vocalist is also one of the guitarists (I think Jun Senoue also does vocals?), and they couldn't separate his vocal audio from the guitar audio.
I could be completely wrong, especially if it turns out Johnny Gioeli (lead vocalist) also did guitar on this and thus not being able to separate the other voice makes no sense.
Still, that's my best guess.
That's kinda what I figured. Those backups could be on the same channel as the other instruments
Jun Senoue doesn't do vocals. Also this is the most common way to do instrumentals. They're set up for karaoke.
As I just posted in the reply to the top comment that's further re-iterating it, no, it was just a decision they made when releasing the official instrumental, it's not how SEGA has the song archived internally.
