Humans in the main are filthy creatures by nature and the only reason cities and suburbs are clean is because of the huge army of cleaners keeping it clean. You can have clean air and be environmentally aware but your cities and urban areas will still be dirty because of the nature of humans to throw rubbish where ever it suit them. It's all very well to have rubbish bins everywhere but once full people will throw their rubbish were ever it suits them which is why a huge army of cleaners is needed to frequently empty rubbish bins. CCTV cameras can also help to catch those who throw rubbish where ever it suits them. But they all must be HD cameras and work just as well in darkness as they do in daylight.

I'd have said the cleanest city I have visited is Reykjevic, Iceland. They have thermal elctricity and thermal hotwater and it is windy, so the air is sparkling and crisp, and the river is as blue as I've ever seen. The walls of the houses and buildings are spotless too. (I have been to most of the cities on this list and agree they are very clean.)

Very surprised Copenhagen is No.1. Visited Copenhagen in 2014 and was put off by graffiti and trash in metro and train stations. Not sure about 2024.
