He put tourism and to explore the sites of Canada. And I've since learned that wasn't adequate and that you actually have to practically write an essay about your "purpose of visit."

Idk if it works that way. You need to have a legal status which allows you to work in Canada and that might be what the employers are expecting when they say that you need to be here in Canada. Just ask them if they are willing to sponsor a work visa.
There are many other jobs in canada where they give LMIA while on visit during your search. So make sure you ask your employee about the LMIA. AND YEAH it takes 40 days to convert your visit visa to work permit.
