Tried a Canadian halibut trip from WA in April 2014. Bumpy water offshore kept us from our planned destination, but we got a nice surprise while having lunch in calm waters off Oak Bay.
Yes... I am not sure about the rules for coming from Canada into Washington other than needing a WA fishing license. Back then, we had to check in by phone with Canadian Customs before entering. Current rules seem to be you do not have to report to customs unless you plan to anchor or touch shore... and if you report to Canadian Customs, then you also have to report to US customs before landing back in the US. Not sure how the reverse works... good luck and tight lines!
