According to Mattel website, the blue is the chase, same as Series 6 Hulk Hogan the blue trunks/boots was the chase. He normally wouldn't wear blue, just on occasions.
The Hulk Hogan is his late 70s look, pre WWF/WWE. Doink the clown was created by Vince McMahon on an idea probably from Road Warrior Hawk, which was portrayed by several different people over the years, starting in 1992. Also I am waiting for more of the tag teams like the Road Warriors, the Hart Foundation and some of the old school WCW wrestlers.

Blue tights Hulk is the chase according to Mattel website, it was the same with the red jumpsuit series 6, blue was the chase.
