- “How do you Want to Open This File” on Windows 10 is a common problem that appears when you double-click a file on Windows 10, it will open in the default app for that file. You'll be asked to choose which app to open the file with if you've just installed a new app that can handle the file type. The popup displays a list of apps from which to choose [i.e. WINRAR, ISO, Photos, Adobe Photoshop, Adobe Illustrator].
When you double-click a file and get the "How do you want to open this file?" window, it may or may not display you a selection of apps to choose from. This occurs for a variety of reasons; for example,
· You don't have an app that can open the file installed.
· You haven't chosen a default application for opening the file.
· Windows 10 has no idea which software is capable of opening a file.
The prompt "How do you want to open this file?" is not a bug. When introducing themselves to the list of startup apps, some programs forget to include the path to their application in quotes. When Windows 10 meets a new file format, it simply asks the user which app they want to use. When you download a file type that you've never opened before, you'll see this.

When i go to download a file it does it with explorer so I can’t open it nor turn it into a regular file

window 7 doesn't have registry editor, setting(App) nor does it has default apps, please make one on widnows 7

Whenever I turn on my PC I get this notification(how do you want to open this file) I don't click any button but still this loads up. Even when I type %appdata% in run I get this message. Please can you help me solve this problem😢
I understand your frustration. It seems like a file association issue. Try resetting the default app for opening files. Go to Settings > Apps > Default apps and choose the preferred app for opening files. This should resolve the problem.

accidentally opened a file with notes while trying to mod baldi, now it won't work
