For it to NOT BE CRUEL IT NEEDS TO BE ATTACHED TO A HOUSE WITH CAT DOOR FOR THE CAT TO GO IN & OUT, & ONLY THEN SHOULD U GET AWAY WITH SUCH A SMALL THING SO IT'D THEN BE A CATIO.
