    An Idaho state trooper injured in the line of duty almost 22 years ago whose case prompted a change of state statute was presented the Purple Heart on Friday by the Idaho State Police.
    Former ISP Trooper Steve Hobbs, whose vision and mobility were impaired when shot during a traffic stop in 1991, did not qualify for disability retirement because he had been working there for fewer than five years, according to ISP Director Colonel Ralph Powell, who presented the award to Hobbs.
    ISP did not have a Purple Heart award in 1991.
    The “Steve Hobbs Law” was passed in 2000 with encouragement from law enforcement, changing the statute so troopers with fewer than five years of experience could receive state assistance, Powell said.
    “This incident was the emphasis for the effort on changing that statute,” Powell said.
    Hobbs pulled over 23 year-old Shawn Kerrigan near the Utah-Idaho border for speeding June 15, 1991.
    As Hobbs approached the car, Kerrigan fired four rounds of a 9mm pistol; one missed, two impacted Hobbs’ vest and one went between the vest panels on his right side and traveled through his body, according to the Idaho State Police.
    Hobbs retreated to his patrol car and Kerrigan fled, with Hobbs chasing him until he fell unconscious due to blood loss and veered off the road into the median. The patrol car struck rocks and caught fire.
    Passing individuals pulled Hobbs from the vehicle and took him to Snowville, Utah. He was then taken to McKay-Dee Hospital in Ogden.
    There was no direct avenue to take care of Hobbs then financially, but the state police did what they could to help, getting him a position as a school resource officer in southern Idaho so he could continue to provide for his family, Powell said.

      That just angers me. The man risked his life and nearly lost it trying to apprehend a dangerous criminal and yet he didn't qualify for disability? Most people are eligible for benefits in 90 days. Five years is just way too long as a lot of incidents can happen within that time.

    That shooting car thief was sentenced to 40 years in prison in 1991. He has been in prison for 27 years, so he has at least 13 years to go.

    this June marks 28 years to the day Steve Hobbs was shot. He did his duty to protect Sweetzer Pass from criminals like Kerrigan. We the citizens of ISP District 4 honor him for his sacrifice that night in 1991 when he made his last call.

      big time that last thing anyone at SIRCOMM wants to hear is "1033 Code 445 I've been shot" that is exactly what Steve radioed when he was hit. Jen and Dee worked at SIRCOMM they know no one wants to hear that ever.

    10 yrs ago, I saw a man flip into a large ditch on a deserted road in between 2 counties. I turned around , put my car in middle of road and proceeded to save his life. Unsure til this day, I dont know if he lived. When I 1st saw him, he was upside down, belted in , with a tool box on his face. If you're out there, I hope you lived sir.

    Outstanding work to the people who saved this officers life. I saved an officer who was in. This situation as well. I am very grateful that he survived. He and I are grate friends.

    Today’s the 28th anniversary of when Steven was shot. If those people, especially Floyd hadn’t been there for him, Steven would’ve died. I’m sure he’s forever in their debt. I was extremely frightened when he got shot and when his car was flaming. Steven is 66 and has grandchildren now. Something tells me Steven is now retired from being a state trooper. If he died, Jan would be a widow and his children would’ve grown up without their father. Steven needed help fast. I’d hate for this to happen to my father. If so, I’d be scarred for the rest of my life. Thank goodness help came in the nick of time.

      Steve is alive and well. Unfortunately his oldest son josh committed suicide and he and his wife divorced a few years after the incident…

    My sister knows Steve he is her next door neighbor. I hate it when my officers get shot the ISP has a job to protect the citizens of my Idaho and Steve did his duty that night when he stopped Kerrigan but he got shot. In 2013 Burley and Rupert honored him along with Idaho as ISP District 4 awarded him the Idaho Peace Officer Purple Heart. When this video was posted on this channel last June it has been 27 years to the day I saw Steve assassinated on my vacation. Today Sweetzer Pass is safe and better communication has been established but it is still a dangerous place for the men and women of the ISP who are sworn to protect it.

    The suspect was driving a stolen car, and when he was pulled over by the Trooper, he knew he was gonna go to jail, and he didn't want that.
    He wanted to be free, not behind bars. So he shot the trooper and took off in attempt to stay free from jail. In court he initially said, "I didn't wanna go to jail".

    It's been close to 18 years since I was last in Idaho and I know they must be short handed (at least back then) as I never saw a single state trooper when I passed thru. That and there is no excuse why there were radio dead spots as it almost cost the man his life.
    UPDATE: There are still a lot of cell phone dead spots out west today over 30 years later. The phone companies don't seem to be interested in providing phone or internet service out there as there's no money in it.
    Episodes like this in which total strangers get together to help makes me believe more in people as I know there's a lot of good people still out there.

      I drove through northeastern Nevada to Idaho. Plenty of dead zones. It's how it goes. I am sure those local law enforcement agencies have reliable radio coverage now. They don't rely on cell towers.

    This episode of rescue 911 always brings tears to my eyes
    Mr & Mrs Hobbs are extremely lucky everyone that stopped to help lean aid is what everyone should do I am a widow lost my husband Joe 4 years ago Joe was a retired marine of 26 years turn federal agent/police I always told Joe how proud I was of his accomplishments both military and police November 16 2020 my husband was shot killed in line of duty I do not know what lead to the shooting all I’ve been told is Joe was serving a active warrant on some criminal
    I was notified by other agents at our door Joe was still alive according to other agents prior to medic back transport Joe died in transport from screen to Baltimore’s Shock Trama hospital I lost my best friend my husband of 30+ years that day there hasn’t been a day gone by that I don’t miss Joe that I would do anything to even just have a 1 more minute with Joe
    The law enforcement families have been great help to me since that day as in this episode please don’t be afraid to stop ask the officer if he/she is ok or if they need help All it seems is that we here nothing but bad stuff about police please there are way more officers that are good out there then those who aren’t Don’t be afraid to lean a helping hand it could change one persons life maybe save them please remember my husband Joe he was such a great man I got to love him for almost 35 years of our life thank you everyone

    So Steve Hobbs was shot on Interstate 84 in Idaho near the Utah border. Now if Interstate 84 connected to Connecticut and all the way up the East Coast from the Mountain Coast then Shawn Kerrigan could’ve made his getaway into the northeast coast and flee the authorities. Luckily he surrendered to the authorities about 3 miles west of where Steve Hobbs was shot and where his patrol unit was found engulfed in flames. Luckily a passerby noticed the car fire and went to check to see if anyone was in it. When he found Steve sitting there knocked out by the amount of gunshots and he sustained and the amount of blood he lost he knew he had to get Steve out of his unit and away from the burning patrol car. Luckily an off duty paramedic was on his way home and he told his brother to stop so he can see what was going on. They found Steve Hobbs in a very deep state of shock and he needed medical attention immediately. They found a pickup truck carrying a motor home trailer on the back and they loaded him into the trailer and they took off heading westbound on I-84 toward Snowville. After the long drive to Snowville they already had a staging area setup and they were able to airlift Hobbs to the hospital. His wife was picked up by the Idaho State Police and they were on route to the hospital by ground transport. This transport to the hospital was just minutes after dispatcher Hobbs (Steve’s wife whom is also a retired cop from a neighboring county sheriff’s department but as a dispatcher) found out her husband had been shot almost to death. She saw her husband for the first time since the shooting and he was getting ready to be taken into surgery to have the bullets removed. 17 hours after the incident, Shawn W Kerrigan was arrested on multiple charges of destroying state property, attempted murder on an authority figure, reckless driving, speeding, resisting arrest, evading/assaulting an officer, use of a deadly weapon, misuse of a firearm, grand theft auto, and many other charges against him. He was later found guilty by the jury and was sentenced to life in prison for the near murder of Steve Hobbs.

    i am surprised the blue siren lights on steve's car did not short out when it caught fire and another question how did his car catch fire it did not crash or get damaged so what happened

    Family should have sued ISP. Knowing the dead spots on the microwave system then like new Mexico they made choice to determine nothing may occur over costs.

    The suspect that shot Hobbs was never found because every unit from the state police were so far away that the suspect made his getaway and they called off all search warrants on whoever fired at him but the vehicle was supposed to be called in for any criminal history by identifying the vehicle and checking for any suspicious activity the subject that was pulled over by the law. That never happened that night and the suspect smuggled himself out of the state to never be seen again

      Obviously it looks like the shooter was using homemade bullets that contained mercury.
      Afterall, mercury bullets are powerful enough to penetrate through armored vehicles and bulletproof vests alike.
