I was trying to make the scales with polymer clay, why didn't I think of just using thin foam?

www.worbla.com/ Worbla is a thermoplastic material, basically its a plastic that when heated, you can mould and shape however you like. Its pretty commonly used for cosplay purposes since its easy to use. You don't even need a heat gun, a hairdryer will do. You can use it to make details on armour by cutting the shapes and heating it so that it conforms to the shape of the armour. You could use it like in the video, to make items. Hope this helped a little, despite being three months after you posted it.
