Not convinced they're independent. I have just finished (won) a 2 year battle where the company bailed a month before the Court hearing. I had a good case, and was pretty confident about winning. I had lost my appea with POPLA. They work for the industry in my view. I had a better understanding of Contract Law than they did, so I carried on regardless. Things won;t change until the new Code of Pratice is brought in ("by the end of 2023") - assuming the governement don't cave to industry pressure again.
POPLA are not independent, being funded entirely by the private car parking industry, and their employees who carry out assessments lack the necessary qualifications and training to understand even the most basic consumer law principles. You are better off ignoring POPLA and challenging the operator to make a County Court claim if the charge is unfair.

Yep they caved. No suprise there as the government have never had the peoples interests at heart
