Yes, getting drawings for an extension is important, for planning and for builders to quote. The price depends on the area and constraints, many factors such as risk and requirements will affect the price. I would say it starts from £1k at least.
Changing the face plate is really cheap, around £5-10. But adding a socket point is a totally different thing. It will include multiple trades and a lot more work
I don't know exactly how many amp but it's finally around 100 I think. Very rarely will a domestic building use 3 phase. You might be able to pay £2-3k to upgrade it, speak to your local energy provider
