Looks like he’s part of a gang.
That’s actually an extremely common pose in this kind of shooting. It’s much better to keep your non shooting arm somewhere still and firm rather than having it hang (usually you put your hand in your pocket or loop your thumb on your belt). And for the back posture, it’s what many do to kinda support their firing arm and make it easier to keep it stiff rather than having it wander across the target since if you mess up even by a millimeter it could make a big difference in your score.
