There is a wider circle to corruption. For example Pakistanis in the UK are over represented in fraud and money laundering cases. One place where they hide their money is of course Pakistan. They are also the ones who are less affected by and benefit from the paying of bribes. So they are naturally quite happy to do that if it means buying a plot or raising a plaza with black money.
