Steaua played this season in the 3rd romanian league, against Fcsb2. Steaua placed 1st, and Fcsb2 2nd. There were 10 groups with 10 teams each. For promotion, the teams had to finish 1st or 2nd in the gorup, and then win 2 play-offs, with 2 matches each. 1st team from one group, played 2 matches against the 2nd team from another group, and vice versa. Then, the winners from those 2 play-offs, had to play agains eachother, for a place in the 2nd romanian division. Fcsb2, managed to win the first leg of the first play-off, with alot of 1st league players, but failed to preserve the result, in the second leg (because they needed the 1st league players at the 1st team), and failed to qualify in the final. Lots of Fcsb fans were dissaponted because they could'nt meet and stop Steaua in the final play-off, but still hoped that Steaua would lose her matches. Steaua on the other hand, won all 4 of her matches, and promoted in the 2nd league, celebrating at the new stadium with ~3000 fans. Now, the things get complicated, because a departmental club can't promote in the 1st league (because of romanian state laws), so Steaua must affiliate with a private firm, for 1st league promotion. The complicate part is that the romanian football federation regulations and statute(FRF), and the romanian league regulations(LPF) are contradicting themselves. Both regulations say that the club must change its organisational form, from departamental into private until 1 july (1 year before the start of 1st romanian division), but the FRF statute says that the only criteria for promotion should be the placement on a promotion place. The statute is more powerfull than the regulations, but the media doesn't say anyting about it, so we must wait and see if Steaua will be able to promote in the 1st league, if she will be placed on a promotion place, next year(+change the organisational form until the promotion date).
some pretty important mistakes here, in 1998 the club didn't change it's name to FC Steaua Bucuresti, but to AFC Steaua Bucharest, a non profit association, because AFC had debts, they turned to Becali to lend them some money and in exchange for paying their debts he would get Steaua's players ( in 1998 CSA basically gave free right of administration to AFC for 20 years through a government decision, but everything was still CSA's like the players, stadium, staff, training grounds, whatever other stuff), in 2003 Becali founded FC Steaua Bucuresti, like you said, a public shares company (it's original purpose was to finance AFC), a totally different entity from AFC (you can't just transform a non profit into a public shares company), he gained the presidency of AFC, or more like forced but that's another story, transferred the players from AFC to FC and with the help of Romanian Federation of Football (FRF) replaced AFC with FC in the middle of the championship, which was obviously illegal, as per their own rules, after AFC got replaced, the Romanian government issued another decision which returned whatever AFC was administering back to CSA besides the players (which were probably given to Becali with CSA's approval, noone knows), and then Becali probably bribed army higher ups not to sue him for impersonating Steaua Bucuresti for like 10 years, until in 2014 when he didn't want to pay rent for the stadium anymore and he probably got into arguments with the army higher ups, they finally sued him and the army won every single lawsuit up until today and he will lose another one in the future where he will have to pay the army for the damages of him using the brand when he didn't have the right to use it 4:30 the decision is now definitive, CSA owns the honors from 1947-1998, not until 2003, like the original decision, which is obviously the right decision since AFC is the owner of the 1998-2003 part, being a separate entity from CSA, and FC FCSB probably owns the after 2003 honors, but that part wasn't being judged in this lawsuit so we don't know for sure if they either have it or they don't have it because they impersonated another club, as the lawsuit was initiated by CSA in regards to the 1947-2003 history in 21-22 we were in the playoff spots for promotion and in 22-23 we finished first in the 2nd division but we are not allowed to be promoted to first division because we are a state-owned club
CSA was not founded by supporters. They claim that the army refounded the football section in 2017. But that's BS, most supporters know who Steaua is, and that's FCSB. We have around 10k supporters in League Matches while they don't even have 1k. Not to mention Europe Matches, where we've been around 40k.
