Yes the engine contributed to the collection of build - up... but Seems that the interior particle matters collection within the interior screen may barely allow an older cat to operate as it is routinely heated and volume ran through it verses sitting - And perhaps when stored for an long period of time encourages the interior of the cat and existing build up to “harden” , or?

The cover fell off it looks like just the pipe in the converter . Can I still drive short distances.? Doesn’t make any noise

Not really. Cats go bad because of engine problems.
