Get about 3 or 4 sheets of writing paper with no lines. Set it on fire and burn it completely. Then take a razor blade and cut the ashes up into powder. Mix a tiny bit of baby shampoo and a tiny bit of alcohol to the powder until it becomes like ink. Not too thick and not too thin. Some people use baby oil but baby shampoo works alot better. Your best bet is to just buy black tattoo ink on Amazon. About $15 for 4 ounces. Can't beat that.
