In Gta 3 the characters are blocky pixelated and the hands are square. (including the main character Claude) In gta Vice City, the characters have realistically joined limbs, and the hands are not square. So Tommy isn't a Pixel Claude.

Gta VC was meant to be a dlc to GTA 3, so maybe some stuff stayed from 3 or something.
