Fantastic video Dave. A great thing about modeling saguaros is the ability to scale them down for forced perspective. In my opinion, much easier than trees.
Another great how to!!!! Your method ads another way to make cacti. I may add: My understanding is balsa foam dust is corrosive to some metals....so clean up ASAP when done. My paint sticks are alligator clips epoxied to bamboo skewers. Stick them in a block of foam to dry. Thanks!!!
Have you ever thought about adding more references to Mine Train through Nature's Wonderland into your layout? Maybe the jumping fish or tumbling rocks? That would look super cool!

Yes, static grass looks too big as needles. Cactus needles are really below the "detail threshold" in O scale - meaning, they would be too small to see anyway.
Could you cut the whole plant (trunk and arms) in a single piece, rather than having to pin the arms to the trunk? And do you think you could scale these down for N scale? Love your videos. Thanks.
You could try it. I think finer teeth would be best. The more teeth/inch the finer the cut. If you use a larger blade or fewer teeth, just advance the material slowly. It should work.

I saw a HO layout in Kansas City that had some saguaro cacti made out of painted pipe cleaners. They looked very believable.

You could in theory, but I think it would be harder.
Can you cut balsa foam on a band saw? Or would it just disintegrate?
I think you could, especially the higher density Balsa Foam II
