You don't built Nagato META just like most SR META ships. You need to play Operation Siren which grants you some tickets for destroying certain enemies, completing missions, or collecting some treasures. You can then spend those tickets to summon the boss like the one here, costing 100 tickets each. Since you can earn max of 200 tickets a day, you can summon the boss twice per day. Defeating the boss and using your help token which you get 3 per day to help other people's fights give you points in the synchronization to unlock those rewards, among which is the crystal of these META ships. You need to get all 5 crystals so you can max limit break them which means around 25k points needed.

Thhat Kaga has more DMG than my Implacable. This shows me again that you can have the best ships in the game, but with out the right gear, its worth shit.
I think you could squeeze out a bit more damage from Shinano by swapping out the Junker and Fulmar with each other. Her second slot is more important as it has 1 more plane, and higher efficiency.

Don't forget this dude spends oath rings like candy so an extra 9% damage from each fleet participant compared to the originals.
