We were just there a few days ago and it was easy to get there. The festival has it's own complementary shuttle. It's right in front of the Nike and H&M store at the E exit out of the Ferry station. They come pretty often and you get a ride back to the Ferry as well when you're done.

Woao, the 2019 Lantern Festival was completely different from the 2020 version that we just went to. Great to see how these displays change yearly.

Yes, you can get an Uber or taxi from the Staten Island Ferry. Also, the S40 bus from the ferry goes to Snug Harbor 👍🏻
