Spire Apartments Garage - Non-tenant found living in the stairwell - San Diego - Owned by Pinnacle

Sometimes it is faster to use the stairs in the parking garage of Spire Apartments -- located at 1475 Island Ave, San Diego, California. The elevators don't work too well.
Unfortunately, I stumbled across a polite man, but person that was trespassing in this 45 story high-rise apartment building.
Spire Apartments is owned by Pinnacle International and the garage is shared by another 45 story high rise called Pinnacle on the Park.
Sadly it is very easy for non-tenants to enter this a bit pricey apartment building, without being noticed. The gates don't work well and there is little security.
I told management and they said I should call the police. Not sure why they could not just send their own private security to help the guy out.
Unfortunately San Diego has a big homeless population - especially in East Village. Luckily this guy was nice, but other people have not been as lucky as me here in San Diego.
