The border problem belongs to Republicans now, though they will try as hard as possible to duck responsibility. Democrats gave the GOP a deal on the border more draconian than anything in a generation. The bill had everything the Republicans had been asking for. The Republicans killed the bill because Trump wanted to keep the issue alive for the campaign. Since that moment, the border belongs to Republicans. Democrats should be saying so every time a camera is on any of them, but as a group Democrat politicians are gutless turds who act as though offending someone will result in kidney failure.

How can Trump file a complaint against Harris? That fund is for the Democrat candidates; they have the right to decide who they will support with it.
The GOP doesn't care about niceties and technicalities. They never pay a price for acting in bad faith, making ridiculous arguments, and outright lying. Consequently, they feel at their liberty to try anything and everything to see what sticks. They would say Democrats ought to be tarred and feathered if they thought that had a chance of happening.

Each campaign operates separately, under FEC rules when a campaign closes they refund the money and pay bills. There are rules to transferring however so as long as it went to the democratic party first after Biden dropped out than they agreed to give it to Harris they won't break the law. However if they just do Biden to Harris than they have.
