What a coincidence that Rei has the same voice as Homura from Madoka Magica who’s name means flame and Rei’s powers are flames
I don't know that anime you mentiomed but there is a high possibility. Alot of anime voice actors have to do many roles. So this actress may have many roles on her belt.

I like Rei in the manga dream arc and Eternal of Sailor Moon are better than the 90'S anime because it shows a sign quote "Accept the things you cannot change, have the courage to change the thing you can and have the wisdom to know the difference" the prayer shows about Rei make mistakes she through doing right things during the Dark Kingdom arc and Dream arc but it wrong that lead to unintentional consequences like when doubts her determination in believe herself so when Rei goes to the Mirror House by PallaPalla where a mirror displays a younger version of herself preying on her doubts as Tiger's Eye appears in the reflection as well ever sense Rei lost her mother of a illness she doubts he determination she use her Akuryo Taisan doesn't work and Rei can't transform and starts to forget things as the Lemures give her a nightmare and she falls then Phobos and Deimos break into the Mirror House and attack Tiger's Eye to save Rei forcing him to retreat inside the mirrors. They wake Princess Mars up and she sees them in their human forms for the first time and she regains her determination by believe in them in with Sailor Neptune's words this is right thing by having the courage to change the thing she and the wisdom to know the difference they grant Rei her Mars Crystal and Mars Arrow She transforms into Super Sailor Mars and, remembering Sailor Neptune's words, destroys Tiger's Eye with Mars Flame Sniper, breaking the spell over the Amazoness Quartet's audience Sailor Mars because better than before with courage and wisdom with the power of love can do anything and always believe her determination to help and save her friends she loves Usagi and the others that's why I Rei a lot better in the Manga, Crystal, Eternal and Cosmos of Sailor Moon it makes sense about everything because the Serenity prayer to signs of consequence of making mistakes but we can always fix things to make things right no matter what with courage and wisdom with the power of love can make things better and will always triumph over evil Sailor Moon says no matter what.

I've haven't seen this movie yet, but I feel like Rei should be able to have more of a dream than just to protect Princess Serenity and her friends. That sounds like a lot of hard work, and a young, mature girl like her should be able to have many more options of dreams to choose from instead of being bound by destiny. I loved how in the 90s anime she was very confident and willing to follow her dreams *and* fulfill her duty as a sailor guardian.
Lol she has other dreams it's just protecting her Princess, her friends and everyone are her top priority but that only when there's danger other than that she pursues her other dreams. In the movie the girls are challenged to give up being a guardian completely and letting evil take over, the enemy wanted them to give up their will to fight because they acknowledge that the guardians are powerful and would destroy them if they get the chance so they're trying to break them, pull them down, make them doubt themselves, gaslight them. After affirmating their top priority at the moment, showing their unwavering will and pure heart to protect innocence they unlock their supers upgrade.
It's like baking a cake you have all the ingredients, you've been waiting so long to do it and you found the perfect time then your neighbour house goes up in flames and you're the only one around. Thoughts start flowing "don't help, can you even do anything?, what if you make worse?, someone else will help, it doesn't concern you". What's your top priority in that situation drop everything and help or go on with baking and leave your neighbour life to chance? So no her dream isn't only her duty as a guardian but in this situation it's her top priority.
