Most people want light to a dark part of the house during the day, hence the name Solar Tube. It may well work with moonlight but I suspect very seldom and poorly. If you put a solar light inside the Tube which is charged by solar, then allow the light to come on when it's dark, then it will work at night. But, rather than cutting a fudging great big hole in your roof you may as well buy a USB charged light and stick it in the dark corner. Then, that will work at night. So in brief; the answer to your question is undoubtedly no.
