French here. There were other cars with the same direction in the street, so that was allowed. The no-turn sign seems to be for bikes because of the other sign below, but I admit it is weird.

It is not driving, it is piloting :) Actually if you take your time, it can be pleasant. Paris is a city-scale museum. So many beautiful buildings. Of course, you need to get used to driving in the city for appreciating it.
