Yes, all conjurations do, whenever a conjurations lucky hits, it will have a chance to spawn a frozen orb. If you have a perfect necklace the only limiting factor would be lucky hit procs. Also, conjurations in season 4 will have your stats applied to them, meaning they will also have crit% attack speed and move speed and all your stats.
Blizzard, to this day, still hasn't fixed this lag problem also present in Diablo 3. This build is pretty much useless as yourself and others will lag until you die. It's a meme build at best, good luck!
The build is currently the strongest build sorc has in their kit currently, so that statement is just false. Can this build be improved upon, sure, but even with my sub optimal set up It's even stronger than blizzard glacial build from previous seasons. So it's quite overtuned and I'm not sure what changes they'll make after ptr. As far as lag goes, it depends how many animations are current on the screen, it's even more apparent with tornado barbs and other FO sorcs.
