I do agree with you that in market we're getting bad quality of Ad-Blue but the quality cannot be judged based upon only concentration value. If you follow the correct procedure you will get the value within range of 32.5% but that urea still will not be pure cause quality of water and procedures they do follow to produce the Ad-Blue will not meet the approved standards and hence by use of that adblue in any SCR systems irrespective of OEM, will leads to poor performance and early failure of the dosing system. I would suggest you to please don't spread the incorrect information without verification.

Quality of water.....i guess we only have to use distilled water for making aqueous ammonia solution=def=urea solution
This is not the way to use the refractometer, because it need to be calibrated by use of water💧
