I think everyone needs to understand better what Evelyn Deavor's goal was. She wasn't trying to MAKE superheroes illegal; she was trying to KEEP them illegal. Making them legal again was Winston's idea. She pretended to follow along, and took advantage of the situation to brainwash the supers and make them seem careless and self-serving. It was a plan to sabotage her brother's attempt to make superheroes legal again.
I agree, and I'm happy to see that somebody already addressed this oversight in the comments section. She is one of my favorite villians.

I love auto, he is my fave villain and I wish he had more screen time. I don’t care if anyone disagrees (although I do value opinions). I just cherish every second that he appears in the movie and I even rewatched the movie a lot (still do).

I would have put Lotso much higher. The way he runs the daycare from the minions, the terribly efficient security, the toy hierarchy, and emotional manipulation make him almost a toy mastermind. Think about how much of a complicated scheme it took to attempt the great escape and even after ALL THAT he still found one loose end to use to expose the escape
Nah, he should be in the Practically Brainless category because unknown to him until Toy Story 3’s climax, Woody discovered his true colors, which eventually backfired on Lotso’s dastardly trap

I don't understand why people think Evelyn Deavor's plan wasn't well thought out. I mean, despite Supers being illegal, with people like Winston Deavor out there, it's only a matter of time before someone makes them legal again. Evelyn's plan probably came about because of her brother's obsession with supers. She knew there were still people out there that wanted supers legal, so she took it upon herself to ensure that doesn't happen.
AUTO has been the most intelligent and most powerful in Pixar, but not the most evil.
He’s the most smart cause his job is making sure no one returns to earth. Of course he’s brilliant if he has control over ppl to not go back to earth

I think Syndrome deserves the #1 spot...... Auto was designed to be intelligent but Syndrome by human standards is a super-genius who honed his own abilities.... he was able to kill some of the most powerful superheros in existence and keep these crimes completely hidden for 15 years, built some of the most advanced technology in the world, amassed a near endless fortune, create a machine that is nearly unstoppable and of course was able to single handily defeat an entire family of superheroes.... truly a deadly and intelligent villain!

Al: Dumb guy who always steals toys for money but can handle a business
Chick hicks: Able to cheat and manipulate others
Jackson storm: Able to race and use futuristic car devices
Sid: Able to somehow use bombs and able to use dangerous gadgets like fireworks and can properly train his dog
Johnny Worthington II: Can manage his club and be able to scare other monsters in the university
Stinky Pete: Psychologically smart in manipulating woody
Ernesto De la Cruz: Able to manipulate his fans into thinking he actually made his songs and not hector
Chef Skinner: Can run his business properly and tried to run a frozen food empire
Randall: able to make a torture machine called the scream extractor and was a successful kidnapper
Charles F Muntz: has a big airship and manages a whole army of attack dogs, an adventurous explorer and manipulator into trapping Carl and Russell
Hopper: Is feared by ants and is a leader of a gang of grasshoppers
Lots o huggin bear: HIGHLY manipulative and ruling a daycare with HIGHLY manipulating the gang and almost killing them
Terry: able to see when a soul escapes and tracks and could find joes file
Henry J Waternoose: Able to run a HUGE business and could kidnap some children
Miles Axelrod: Compared to Henry J Waternoose, He was a CEO of a bigger business of oil, car fuel, weapons, and bombs
Evelyn Deavor 3rd Place: Could hack into superheroes minds to almost ban superheroes, could almost crash a superyatch into a city and killing everyone, and hijacking a train with hypnosis.
AUTO 2nd place: could control a ship and an extremely Intelligent Ai and hacker.
Syndrome 1st Place 🏆: Could make extremely powerful weapons like the big giant robot that almost destroyed the city, Almost launching a nuke, killing more than 20 superheroes, creating extremely powerful devices since he was a teen like a jet pack, having a private island, working for the government, unlike other heroes with super powers, he creates them like his stunning blaster and his jet pack.
The Pixar Villains Dumb To Brilliant In My Opinion
Practically Brainless
Mor’du: A prince-turned bear whose mind was solely bent on political power.
Lots O’ Huggin’ Bear: An entitled teddy bear who abuses other toys just because he and only he got replaced by his former owner, even calling his own henchmen dummies, therefore weakening their relationship.
Syndrome: A horrifying supervillain who doesn’t even value his own cohorts and is too sure of himself that the Omnidroid can’t outsmart him.
Ernesto De La Cruz: A skeleton-like creature who kills Miguel’s best friend, Hector just to make a fortune off of writing music that’s not even his own.
Johnny Worthington III: A college-enrolled monster with superiority complex whose pranks are not even that funny and is nothing but competitive when it comes to The Scare Games.
Evelyn Deavor AKA Screenslaver: A traumatized karen who yearns for the termination of any existing superheroes.
Chick Hicks: An arrogant race car who literally shoves other competing race cars in order to obtain fame and glory much like Syndrome.
Grade School Students
Darla Sherman: The creepy niece of a dentist who can’t take care of a fish properly.
Sid Phillips: A disturbed skate punk who deems toys as inanimate objects and unwisely mutilates whatever toy he can get his hands on.
Average Folks
Jackson Storm: A petty race car who has the ability to utilize car devices intended for the future.
Charles F. Muntz: A bitter explorer with a generally large army of attack dogs who does anything to manipulate any competing explorers to capture a rare and somewhat endangered bird for fame.
Al McWhiggin: A sly toy collector who runs a somewhat successful toy-selling business and his mind was bent on whether or not the collectible toys’ selling power could benefit him.
College Bound
Randall Boggs: A fiendish monster in danger of losing the Top Scarer position, who has an enormous machine to steal screams from young children including Boo and even young monsters including Mike.
Henry J. Waternoose III: An elderly CEO of a struggling company who uses an entire agency as an obstacle to subdue any monster who has any kind of involvement with children, given his belief that children are toxic to monsters.
Miles Axelrod: A humiliated race car who is a somewhat more successful business CEO than Waternoose who manipulates other cars into believing that his oil products are more suitable.
Terry: An all-knowing creature whenever a soul escapes and manages to retrace steps in order to sneakily obtain Joe’s file.
The Geniuses
Chef Skinner: A seemingly sane restaurant owner who yearns to keep his restaurant in business and knows that rats are bad for restaurant ownership and the food products they carry.
🥉 Stinky Pete: A resentful prospector doll who almost always successfully prevents Woody from returning to Andy in an effort to enforce him to spend eternity in a museum in Japan.
🥈 Hopper: A greedy grasshopper who knows that the ant colony can easily overwhelm and outnumber his own grasshopper colony, has a ridiculous phobia of birds and even knows the difference between real and fake birds.
🥇 Auto: A machine that nearly takes 100% control of a ship and can hack into other systems without hesitation.

I think Lisa and Luan deserve a spot on the darker end of the list. Lisa for her questionable ethics, endangering her siblings with dangerous experiments, and she planted tracking chips in her siblings and parents without their consent. Luan deserves to be lower on the list because of her pranks that are physically abusive, mentally scaring, and sometimes life threatening.

He created the Electromagnetic Pulse Emitter, which is an EMP death ray. That machine sabotaged the World Grand Prix, alongside the other lemon cronies. He is a villain in his own right, it's that he is a subject to another villain. Also is an enemy to Finn McMissile, Holly Shiftwell, and Mater.

When I watched soul I did’nt find any villain at all?
Because Terry is just doing his job. He might be the main antagonist of the film, but that doesn’t make him evil. To me his actions wasn’t even antagonistic really like some other good-hearted antagonists. Villains such as Ming Lee still had clearly antagonistic actions in much of their movies, but Terry only seemed overworked and annoyed. But I guess he is still the villain?
