She didnt create an ultimate skill for shion, instead she sealed shions evolution cause it was "dangerous". Later Later on shion created her own ultimate skill called "Tyrant King Susanoo".
Shion simply achieved the skill she was supposed to gain she didn't "create" the skill. That was simply the skill Ciel saw and thought to herself that it should be sealed to avoid unforeseen outcomes.
