Asher Azeem is making everyone so innocent on IPPs issue. The govt that gave go-ahead to these projects are the real culprits. Funny enough, those people are well connected to the ones who own these power plants. These people together ripped Pakistanis off.
I am amazed that he was a civil servant. Civil bureaucracy is put in place to develop the administrative and economic capacity of the country. Sums up the plight of Pakistan, if people like him were selected to do that. IPPs as a solution to energy crisis should not have gone beyond feasibility study. Feasibility study is not based on a few statistical tests and accounting ratios. There is full scale scenario analysis (equivalent of scenario war gaming in the military), which takes into account the 'what ifs', like what if the dollar appreciates or craches, what if the demand falls, what if alternative source is available....... IPPs is a copybook case of corruption, where politicians, bureaucracy, and donor agencies colluded to make money. So, either he has no knowledge or is deliberately lying. I doubt the former, because if is being intellectually honest, then he should just stay quiet and say that I was not involved in the process of IPPs, so I cannot comment. Instead he justified why anyone would invest and discussed the steel mill (which was a Soviet investment and almost free of charge) and tried to prove that the lop sided contracts (without exit clauses and due diligence) were correct. I don't know why you ask him to appear on your show. He did not rise in bureaucracy and was an actor, who acted and produced a serial that became popular. Other than that, what is his expertise? These days, you could ask anyone with knowledge from anywhere in the world and I am sure they would be happy to participate.
He talks logic but in the end contradicted his own statement. It was clear that due to the weapon dealer he n other colleagues were put on enquiry, in the same way Army can put you in a much worse enquiry case if you do not oblige the seniors.
