They can if they have an energy in the pool already. Hopefully you resolve this on the play turn 2 when they can't have energy already, or after a raptor/amulet on the draw so they don't have mana up. In a perfect world, of course haha.

I think his idea is to treat it as a priority to land it; therefore your 10+1 counter spells 4 thoughtseize should be used to that end.
