Dangote is a typical businessman out to make profit. Dangote wants to sell high volumes of petrol, and it's apparent that DAPMAN has the leverage because they own depots and Dangote will earn more by selling in high volume to DAPMAN people. Selling to IPMAN amounts to retail, which Dangote doesn't want to engage in; Dangote wants to do wholesale
