1.3 but these are 1.4 pro which you only have to get certified but not from the atf. Most wholesalers that sell them have classes.

Pyro Don class b brand isn't 1.4pro, it's consumer. It's RKMs house brand along with Shockwave. Their pro line brand is night owl.

I haven't found a fireworks store that doesn't have outrageous shipping charges.
There’s really no way around that. Hazmat shipping is hazmat shipping
The site I ordered from had a $200 minimum order with a $60 shipping charge, but they threw in a free hero fountain, a pack of m-150's, a pack of regular fire crackers, a box of mega snaps, a brand drinking cup, and a safety brochure for free to offset a bit of the shipping cost.
They also had quite a few BOGO options to help maximize the value of my order. For $200 on the dot, I ended up getting two 500 gram cakes, seven 200 gram cakes, 3 hybrid fountains with reports, 180 shot cannon, and eight 5 shot roman candles with reports, as well as the free stuff I listed above.
