I think it is TFL's own announcement. The announcement was probably recorded in the 1980s. 80s announcements often don't have the effort put in to make them sound perfect because back then recorded announcements were an new thing and any recorded announcement was considered state of the art new technology.

I always ride the lifts at Hampstead when visiting London. I'm pissed off they changed the 1950's voice telling how to get to the platform.

To tell people which elevator is currently at the floor and which one to get in.
Because is the lift service free entry time for 30 seconds before closing.
