Because the Model 2 Hardware it's incompleted for MAME, including the latest version (At least 0.272) and with that, alot of the Model 2 games in MAME can have alot of problems, some of them are special cases like Rail Chase 2 where most of the sounds/voices are missing. I also pointed that out in the video description.
