Suggestion: You should make them attack from the direction of their capital city. Therefore fixing the multiple states in one direction problem.

You should make it so that if it lands on a state that has been taken over, the state that owns it attacks. This gives an advantage for empires instead of the disadvantage of bordering more states
Yeah but then it would make some states invincible if all their borders are covered by other states, it would also make Maine broken, as it only has 2 lose conditions (yes that's a phrase now):
Understand that this all depends on New Hampshire and how they die
1. New Hampshire kills Maine (25% chance of happening: 50/50 chance of who is picked first, and 50/50 chance on top of that of the arrow actually pointing to Maine)
2. Someone else kills New Hampshire
If New Hampshire kills Vermont and Massachusetts it will have to kill Maine'
People supporting and opposing Maine can only relax once New Hampshire dies, the game is decided once New Hampshire dies weather Maine will automatically win or not, depending on who kills New Hampshire
Statistically speaking:
Maine wins automatically if they are picked:
Before New Hampshire is picked for a second time
Before Vermont is picked for a third time
Before Massachusetts is picked for a third time
It could be stopped if:
New York is killed by a non-New England State
Vermont and Massachusetts are killed by someone other than New Hampshire
Speaking of New Hampshire again, they are only allowed to kill up to one State other than Maine before killing Maine

I would slightly change up how you do the attacks in a simple way that would add a bit more excitement. If the arrow lands in a direction where there is no opponent to attack the turn should be skipped this means that even if a state or empire is selected does not mean that are automatically gaining new ground

I think the best addendum to the rules would be when you get to last 5 if they spin and it doesn't point to a states border, they lose that turn. Seems cool till the end where random chance of the spin is lost and it just becomes a game of who can get picked.

You should measure the direction they go from the center of mass of each empire so then it isn't just you deciding which state gets taken out, I just think some people might think you are favoring other states more than others based on which state you decide to eliminate or something like that. Anyway can't wait to see the next one

Yeah, alliances states can’t attack each other until they are the only alliance left, and they break up. And different ways to attack can be different side effects and maybe even power ups on attacks. Maybe one can be an opposite where the attacker loses lol.
