To give you an idea of how I imagine Garbodor speaks, just imagine that you have wet tissues crammed in the side of your mouth and gargle yogurt. Add onto that the rasp of someone who needs a lozenge/ inhaler, and that gives the voice that 'Slimy' texture it needs. Also after every word is a faint sound of flatulence, burps, and coughing up a lung.
