Pelton wheel is impluse turhine.so only kinetic energy of water is used.and Casing of the pelton wheel has a no any hydraulic function. Casing is open from bottom so pressure in the turbine is atmospheric pressure.

What would be the efficiency of a straight tube against a conical tube ? I have a 60cm straight pipe for draft. The total head is only 3 meters. Does it make sense in my case to use a conical draft tube insteadt of straight (pico hydro ~200w) ?
Listen at the outlet of turbine there is low pressure water and at a tail race water having pressure above atmospheric pressure ...so because of these two pressure difference water will start flowing from tail race to the turbine to avoid such a condition we are using draft tube

F/A is for static pressure. You need use Bernoulli's equation for flowing fluid

Why is pressure at outlet lower than atmospheric pressure.
As the velocity increases the presuure start decreasing and also we know that inlet pressure due to turbine is much higher than pressure at outlet
