Their Ace's peaceful death at the hands of Batman is what convinced Amanda Waller that there would always be a need for Batman's compassion and skills, leading to her creation of Terry McGinnis.
This is one of the few scenes from GO that I genuinely love. It's so self-aware in a good way. The only way it could've been better is if they added Kevin Michael Richardson's Joker and/or John DiMaggio's Joker. They're so underrated.

Mark Hamill is the voice of the joker. Heath ledger the mannerisms, arguably the philosopies. And the dude who played Green Goblin in the (Tobey) Spiderman movies, is the face. Nicholson is the most mid of them all. Jared Leto, is 100% worse than The Joker played by Joaquin Phoenix.
It is also an reference to the 1989 Batman movie and the Christmas episode of Batman the animated series also this is the movie cyborg was doing the impression of.
