Atari Kobayashi is a 12-year-old Japanese boy. He lives in Megasaki City, under the tutelage of the corrupt Mayor Kobayashi. The politician passes a new law that prohibits dogs from living there, causing all animals to be sent to a neighboring island full of garbage. But the little Atari does not accept to be separated from the dog Spots. He summons his friends, steals a miniature jet and goes in search of his faithful friend. The adventure will completely transform city life.
