Pretty sure it's a cultural thing. There are historical roots where some women covered their faces in the presence of strangers, but I think most of it is privacy related these days. They are on camera and don't really want their faces fully shown. This is probably why the people in cosplay didn't care because they kinda came there specifically for people to see them and, in a way, their cosplay also hides a little bit of their real identity because they have wigs on and such. Probably gives them more confidence to be seen.
