    hi when you say target tracking scaling on service context average CPU Utilization = 70%, does the 70% means 70% of total CPU of the cluster?

      It means 70% average CPU utilization across all the tasks in the cluster.

    is it possible to scale to 0 when no job is running on ecs instance?
