S + is/am/are (stative verb) + N/adj/complement = Present Simple (Stative)
S + is/am/are (helping verb) + V4 (action verb) = Present Continuous Tense
She is a good girl - is present simple tense because here 'is' is stative verb that shows state/gender/quality of a person. A sentence is present continuous tense only if it has "is + action verb"- here "is" is helping verb.
