But I can rate Qatar easily as 9 out of 10, and I would rate some of the popular western downtowns between 3 to 6.5 at best based on fact. Good Job Qatar.

@@yesthere5418 I lived in Doha "Msheireb" from 2013 until 2018. There was no tram or metro station at that time. Msheireb downtown restaurants, hotels, malls, and shops were still being built. You would pass by and see heavy equipment working hard to build the city. I could have not imagined that this would be the final view.

I know this is late but the majority of Qatars population are foreigners. The locals are like 20% only. Its very welcoming to westerners and easternerrs and everyone. There is a whole island full of westerners who live there its called the Pearl and Quartier Canal.
