I believe it's because his left shoulder touched the tatami first, before he twisted his body. You can see that in slow motion. But then, you never know !!! Reading your comment and the other comments, I see how frustrated many people are with refereeing today. I am too. IJF has canged the rulles a lot lately. Some for good, some for worse.
The officiating is awful too many wazaris that are called ippon and non points called ippons kokas are called wazaris The sports has deteriorated so much not to mentioned the new rules about certain nage like Kataguruma

And Ryan, if you read the description I’ve purposefully put some non-ippons in there. 1st because they’re good wazaris, and 2nd I like to see if people can pick up on which ones weren’t ippons. If you look at my best ippons of 2019 video, I think you’ll find the thumbnail is also a wazari by the great haga Ryunosuke. But don’t worry about it. No hard feelings here. Most of the time I just make these videos for myself
Sorry but last time I played some of these throws would definitely not be considered Ippons: opp didn't fall on their backs and poor execution. Those are pretty lazy judges

I purposefully put some wazaris in there which definitely would’ve been koka or Yuko back in the day
That's my perspective.
Ippons were given on a few of these that clearly didn't earn it
